Job summary

Jacobs is seeking a ROW Program Lead to supervise a portfolio of electric transmission, substation, and grid modernization efforts across the Midwest and Eastern United States. You will direct internal teams and external partners to ensure compliant, on-time delivery of ROW services within client objectives and budgets.

The role requires a Bachelor’s degree with 10+ years of ROW experience, strong leadership, and deep knowledge of easement negotiations and property rights.

Qualifications

• Bachelor's degree required.
• 10+ years of progressive ROW/land services experience.
• Experience leading ROW acquisition and land services programs for large infrastructure projects.
• Experience working within PMO or large capital delivery environments.
• Excellent communication and leadership skills.

Responsibilities

• Lead planning, execution, and performance of ROW services across transmission, substation, and related projects.
• Manage internal Jacobs staff and external ROW consultants, contractors, and subcontractors.
• Establish delivery strategies, workflows, and metrics for ROW execution across projects.
• Serve as primary ROW contact within SOAR+E and PMO.
• Support development of program-level standards, tools, and reporting.
