Job summary

Jacobs is seeking an experienced ROW Program Lead to manage a portfolio of transmission, substation, and grid modernization projects. You will direct internal staff and external partners to ensure compliant, timely ROW execution while aligning with client goals and budgets.

The role requires strong leadership, communication, and multi-project coordination, with moderate travel in the Midwest and Eastern United States and a hybrid work model.

Qualifications

• Bachelor's degree in Real Estate, Land Management, Environmental Planning, Business, Engineering, Geography, Public Administration, or related field.
• 10+ years of progressive ROW/land services, utility or related experience.
• Led ROW acquisition/land services programs for electric transmission, substation or large infrastructure projects.
• Excellent communication, stakeholder management, and leadership skills.
• Valid driver's license required.

Responsibilities

• Lead planning, execution, and performance of ROW services across electric transmission, substation, and related projects.
• Coordinate internal Jacobs staff and external ROW consultants, contractors, and subcontractors to meet objectives.
• Establish delivery strategies, processes, and KPIs for ROW execution across multiple projects.
• Serve as primary ROW contact within SOAR+E team and PMO.
• Support development of program-level standards, procedures, tools, and reporting.
