Job summary

Jacobs is seeking an experienced ROW Program Lead to manage a portfolio of transmission, substation, and grid modernization projects across the Midwest and Eastern United States. You will direct a team of internal staff and external partners, aligning ROW activities with client objectives, schedules, and regulatory requirements.

Qualifications

• Bachelor's degree required (related field).
• 10+ years of progressive ROW/land services/utility infrastructure experience.
• Experience leading ROW acquisition, land services, or similar programs.
• Experience managing multidisciplinary teams, consultants, and external service providers.
• Strong ROW acquisition, easement, title review, and eminent domain knowledge.
• Experience in PMO/program management environments.
• Excellent communication and leadership skills.
• Ability to manage multiple projects and travel as required.
• Valid driver’s license with acceptable driving record.

Responsibilities

• Lead planning, execution, and performance of ROW services for electric transmission, substation, and related projects.
• Coordinate internal staff and external ROW consultants, contractors, and subcontractors to achieve program objectives.
• Establish delivery strategies, processes, and KPIs for ROW execution across projects.
• Serve as primary ROW contact within SOAR+E and PMO structures.
• Support development and implementation of program-level standards, tools, and reporting.
