Job summary

City of Madison is seeking a responsible professional to plan, coordinate, and direct resident service programs across CDA Housing Operations, including ROSS, FSS, and MFSC initiatives. You will provide leadership, strategic direction, and program development to improve resident stability and self-sufficiency.

The role collaborates with property management, conducts audits, manages budgets, and engages with community partners. Strong supervisory skills and HUD knowledge are essential.

Qualifications

• Four (4) years of experience applying HUD regulations for ROSS, FSS, MFSC, and service coordination.
• Two (2) years of experience in case management, trauma-informed practices, and staff supervision.
• Familiarity with grant administration, social service systems, and data management.
• Budgeting, procurement and contract administration experience.

Responsibilities

• Hire, train, coach, lead, evaluate and discipline staff. Plan, organize, assign, monitor, and evaluate diverse housing programs, staff and activities.
• Oversee the administration of all supportive services programs to ensure HUD compliance, develop standards and performance metrics, and conduct audits.
• Identify resident and community needs and develop targeted service initiatives to improve outcomes and tenancy.
• Establish partnerships with local agencies and MOUs to support grant compliance and service expansion.
• Collect and analyze program data, prepare reports for HUD and the Board, and ensure timely documentation.
