Storm4 is seeking a VP, Preconstruction to lead commercial and preconstruction strategy across a portfolio of hyperscale AI-driven data center developments in North America. You will influence early planning, procurement, cost management, and executive decisions, delivering multi-billion-dollar programs.

This highly visible role reports to the C-suite and offers national remote work with significant growth potential as the AI infra buildout accelerates across major markets.

Qualifications

• 10+ years in preconstruction, estimating, or large-scale infrastructure delivery.
• Deep budgeting, procurement, forecasting, cost management, and contract strategy expertise.
• Experience leading high-performing teams and managing senior stakeholders.
• Track record on projects valued from hundreds of millions to multi-billion dollars.
• Executive presence with ownership and decision-making authority.

Responsibilities

• Drive estimating, cost planning, procurement, budgeting, and commercial decision-making.
• Partner with development, design, construction, and executive leadership.
• Manage external consultants, contractors, and key delivery partners.
• Create scalable processes and best practices to support rapid portfolio growth.
