Job summary

GovCIO is seeking a Senior Program Director to oversee a complex IT program. The role involves program planning, budgeting, resource allocation, compliance, and staff development. The position is fully remote within the United States.

Responsibilities include directing all program phases, managing cost/schedule/technical performance, and leading customer discussions. A FEMA Public Trust clearance is required along with 10+ years of IT program management experience.

Qualifications

• Bachelor's degree with 10+ years of experience in program management
• 10+ years of experience managing complex IT programs
• Clearance required: FEMA Public Trust

Responsibilities

• Directs all phases of programs from inception through completion.
• Responsible for cost, schedule and technical performance of programs.
• Negotiates contracts and contract changes.
• Coordinates preparation of proposals, budgets and specifications.
• Acts as primary customer contact for program activities and leads program reviews.
• Develops new business or expands products with the customer.
• Establishes milestones and monitors adherence to master plans and schedules.
• Directs work of employees assigned to the program across technical, manufacturing and administrative areas.
• Manages one or more programs of size and complexity and may supervise offices.
• Maintains aggressive efforts to achieve objectives.
• Prepares manpower staffing plans and may recruit and hire staff.
• Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.
• Acquires follow-on business and supports major proposals.
