Job summary

GovCIO seeks a Business Analyst/Business Process Modeler to support the VA VIPPS program. The role focuses on translating business needs into future-state workflows and implementation-ready requirements for the OneStream platform.

The candidate will work with stakeholders and technical teams to elicit, document, validate requirements, and develop BPMN process models while aligning with Agile practices and government regulations.

Qualifications

• 7+ years of experience in business analysis, requirements development, or modeling for federal programs.
• Experience translating business needs into future-state workflows and requirements.
• Strong BPMN and Agile practices; ability to design process models.
• Experience in budgeting, commitments, obligations, and tracking expenditures.
• Experience in government programs is preferred.

Responsibilities

• Lead efforts to translate business needs into future-state workflows and requirements.
• Collaborate with stakeholders to elicit, document, and validate requirements and process models.
• Facilitate workshops, storyboarding, and requirements gathering for user stories and acceptance criteria.
• Develop and maintain BPMN models aligned with goals and federal rules.
• Analyze current vs. future state processes and recommend improvements.
• Support VIPPS implementation with clear, actionable requirements and docs.
• Ensure designs fit Agile, SaaS, or configurable enterprise platforms.
• Document findings and communicate them to teams and stakeholders.
• Contribute to continuous improvement of BA and process modeling methodologies.
