Job summary

GovCIO is seeking a Program Manager to lead cross-team, multi-vendor coordination that keeps the VA’s PGHD ecosystem running reliably, supporting the Veterans Health Administration Office of Connected Care.

This role oversees delivery across PGHD apps, Validic’s aggregation platform, and emerging integrations such as Google Health, with focus on alignment, stakeholder engagement, cross-team orchestration, and data-quality oversight.

Qualifications

• Bachelor degree with 12+ years experience (or commensurate experience).
• Experience supporting federal programs or within the VA/OCC environment.
• Familiarity with health data integration platforms such as Validic, or CGM data.
• Experience with health data API transitions or integrations such as Google Health.
• Experience with native mobile (iOS and Android) and web product delivery.
• Experience with distributed, remote teams.
• Familiarity with Jira, Azure DevOps, or similar.

Responsibilities

• Coordinate delivery across multiple products, vendors, and teams in a matrixed environment.
• Supervise staff in performance oversight, coaching, hiring, and development.
• Lead cross-functional coordination between VA teams, Validic, and third-party device vendors.
• Drive the Google Health API transition across PGHD applications and pipelines.
• Coordinate investigation and resolution of data-quality issues across sources.
• Facilitate vendor partnerships and support negotiations for new integrations.
• Manage pre-read and action-item workflows for coordination sessions.
• Oversee alignment across PGHD apps, mobile/web teams, and pipelines.
• Manage integrated program plans, including risk and status reporting.
• Resolve cross-team blockers and elevate risks to leadership.
• Provide sprint planning oversight and ensure delivery goals.
• Serve as a liaison across VA digital health programs and product teams.
