Job summary

Commonwealth of Pennsylvania seeks an Agency Learning & Development Specialist to design, develop, and deliver employee training across multiple agencies. You will research needs, create programs, and facilitate engaging sessions for leadership growth and team building.

The role requires instructional design expertise, experience in delivering instructor-led trainings, and collaboration with HR and subject matter experts.

Qualifications

• One year as a Human Resource Analyst 2 or
• Three years analytical experience with two years HR experience and a bachelor’s degree or
• Equivalent combination of experience and training.

Responsibilities

• Design training programs based on adult learning principles.
• Deliver in-person and live virtual sessions for professional development and leadership growth.
• Collaborate with agency staff, subject matter experts, and HR managers to create targeted learning opportunities.
• Evaluate workforce development needs and identify effective training methods.
• Develop and maintain training materials for PennDOT, DCED, and PEMA teams.
• Support the BTPD in planning, development, and delivery of learning experiences.
