Job summary

Commonwealth of Pennsylvania is seeking an Agency Learning & Development Specialist to build employee skills across PennDOT, DCED, and PA EMA. You will research learning needs, develop training programs, and deliver engaging experiences in collaboration with stakeholders and HR staff.

In this role you will design training, facilitate in-person and live virtual sessions, and evaluate workforce development needs while maintaining training materials and partnering with BTPD to deliver high-quality

Qualifications

• One year as a Human Resource Analyst 2 or three years of analytical experience with two years of professional HR experience and a bachelor's degree or an equivalent combination of experience and training.

Responsibilities

• Research learning needs and create training programs based on adult learning and instructional design principles.
• Facilitate in-person and live virtual sessions focused on professional development, leadership growth, and team building.
• Partner with agency staff, subject matter experts, and HR managers to develop targeted learning opportunities.
• Evaluate workforce development needs and identify effective methods for improving employee knowledge and skills.
• Build and maintain training materials supporting PennDOT, DCED, and PA EMA employees.
• Collaborate with BTPD to plan, develop and deliver high-quality learning experiences.
