Job summary

Horizon3 is seeking a Senior Manager, People Operations to scale our global workforce and drive HR operations across regions. You will lead a team, refine the operating model, and partner with Legal, Tax, and Finance to establish entities, EORs, and compliant mobility programs.

You will oversee HRIS, payroll, benefits, and policy localization, mentor the team, guide data-driven decisions, and champion an inclusive, high-performance culture.

Qualifications

• Deep international employment expertise across multiple regions.
• 6+ years in managing end-to-end People Operations and global mobility.
• Proven ability to establish foreign entities and transition to direct employment.

Responsibilities

• Lead global market-entry strategy with Legal, Tax and Finance.
• Oversee EOR relationships, contracts, and entity transitions as markets scale.
• Manage global HR tech stack, payroll, and benefits with multi-currency support.
• Design localized total rewards aligned with country legislation.
• Mentor and develop the People Operations team across regions.
