Job summary

Horizon3.ai is a fully remote cybersecurity company seeking a Senior Manager, People Operations to spearhead core HR functions and global expansion. You will lead a team, evolve the operating model, and scale processes to support an increasingly international workforce.

The ideal candidate has deep international employment expertise, strong cross-functional PM skills, and the ability to coach a growing People Operations team across regions. Travel up to 25% may be required.

Qualifications

• Must have deep international employment expertise and cross-functional PM skills.
• Experience in building scalable People Operations with multi-country compensation and benefits.
• Proven ability to establish foreign entities and transition workforce models to direct employment.

Responsibilities

• Lead global market-entry strategy with Legal, Tax and Finance to establish entities or EOR models across countries.
• Manage international EOR vendor relationships, transitions from EOR to direct employment as markets scale.
• Oversee global HR tech stack (HRIS, ATS, payroll, benefits) for accurate records and multi-currency operations.
• Design localized total rewards programs including compensation bands and healthcare coverage by country.
