Job summary

GovPilot is seeking an experienced People Operations Manager to own HR operations for a growing organization. You will manage the full employee lifecycle, payroll, benefits, and compliance for a global blended workforce including EORs and contractors.

You will work hands-on with HR systems (Rippling), policy updates, and reporting to leadership while partnering with the CFO on headcount forecasts and HR budgets. Remote (US) position with strong cross-border compliance requirements.

Qualifications

• 5+ years of progressive HR experience, incl. ownership of HR for 100+ person company or equivalent unit.
• Experience with global workforce structures (FTEs, EOR, contractors) and compliance complexities.
• Direct experience with a PEO (Rippling a plus).
• Hands-on with payroll, benefits, and HR systems, not just oversight.
• Strong knowledge across HR disciplines: relations, compliance, recruitment, performance, compensation, systems.
• Excellent judgment and discretion with confidential matters.

Responsibilities

• Own day-to-day HR operations across the full employee lifecycle (onboarding, offboarding, leave, benefits, compliance).
• Handle payroll processing, benefits administration, and PEO relationship management (Rippling).
• Manage HR processes for a blended, multi-country workforce ensuring compliant classifications.
• Serve as the primary HR contact for employees and managers on matters including performance and workplace concerns.
• Maintain and update handbooks, policies, and HR documentation for a growing workforce.
• Administer HR systems (Rippling) and provide leadership with reporting/metrics.
