Job summary

Horizon3.ai is seeking a Senior Manager, People Operations to lead global HR functions and drive international expansion. You will mold the operating model, systems, and processes to support a growing, remote workforce across multiple regions.

The role requires strong cross-functional PM, international employment expertise, and coaching capabilities to scale our People Operations team. You will guide market-entry, EOR management, HR tech, compensation design, and lifecycle processes while

Qualifications

Must be proficient in global HRIS platforms (e.g., Rippling) and global payroll platforms.
Must have deep understanding of international labor law, statutory benefits, cross-border tax, and data privacy.
Must have 6+ years managing end-to-end People Operations functions and global mobility initiatives.

Responsibilities

Lead global market-entry strategy and execution with Legal, Tax and Finance.
Manage international EOR vendor relationships, contracts and transitions.
Oversee global HR tech stack (HRIS, ATS, payroll, benefits) and data security.
Design localized total rewards programs and country-specific benefits.
Establish standardized global employee lifecycle processes (onboarding, mobility, visas).
Maintain HR policies and privacy-compliant procedures (GDPR).
Analyze workforce analytics to guide executive decisions and performance improvements.
Mentor and develop the People Operations team; foster high performers.
Explore and implement AI/automation to scale People Operations.
