Job summary

The State of Delaware seeks a Program Manager to support the Foster Care Resource Team. You will oversee special placements, out-of-state resources, kinship services, and contract management to ensure compliant, effective care for children and families.

The role requires potential statewide travel and the ability to collaborate with state and private partners to improve service delivery. Telework options and flexible schedules are available according to policy.

Qualifications

• Bachelor's degree or higher in Behavioral or Social Science or related field.
• Three years’ experience in health or human services work related to program operations.
• One year of evaluating case flow, priorities, and performance with improvement recommendations.
• Experience in contract management and negotiation of changes to contracts.
• Experience developing policies or procedures.

Responsibilities

• Participates in administration of child welfare programs by planning, coordinating, evaluating, and overseeing operations delivered by staff and providers.
• Monitors daily operations to ensure efficiency, effectiveness, and compliance with laws and best practices.
• Plans and conducts needs assessments and develops performance metrics and reporting formats.
• Conducts data analysis and research on child welfare practices and outcomes.
• Develops and drafts new or revised services for supervisory review and approval.
• Provides guidance and recommendations to staff, management, and stakeholders on complex child welfare challenges.
• Develops RFPs, evaluates vendor proposals, negotiates contracts, and drafts agreements.
• Monitors budget allocations and participates in budget preparation.
• Tracks data for internal and federal reporting; trains staff on policies.
