Job summary

Jobgether is seeking a Capture & Business Development Manager based in the United States to lead federal opportunities in healthcare-related government contracts. You will drive capture strategy, craft past performance narratives, and build strategic partnerships to improve win probability, working with proposal, delivery, and leadership teams in a remote role.

The role requires 5–7 years of federal BD experience, strong knowledge of FAR, and proven success in teaming arrangements.

Qualifications

Bachelor's degree in Business, Public Administration, or equivalent professional experience.
5–7 years of federal BD or capture experience.
Hands-on experience developing, structuring, or negotiating teaming agreements, subcontractor agreements, and/or joint ventures within the federal contracting environment.
Working knowledge of the FAR and the federal procurement lifecycle.
Experience preparing or contributing to past performance narratives and qualification materials for competitive bids.
Experience in healthcare-focused federal contracting, preferred with HHS/VA/DoD.
Familiarity with Polaris, GSA MAS, GWACs, and IDIQ contracts is advantageous.
Experience with CRM, pipeline tools, and market intelligence platforms like GovWin or Deltek is desirable.
Strong organizational skills, attention to detail, and ability to manage multiple opportunities and deadlines remotely.
Willingness to travel to customer locations as needed.

Responsibilities

Identify healthcare-related federal contracting opportunities, including Polaris and other contract vehicles.
Evaluate opportunities against capabilities, priorities, competitive positioning, and resources.
Document bid/no-bid recommendations and maintain an organized opportunity pipeline with milestones and Pwin assessments.
Analyze procurement forecasts, agency spending, and market intelligence to anticipate opportunities.
Develop past performance narratives and qualification materials to strengthen proposals.
Identify capability gaps and develop teaming strategies with subcontractors and joint ventures.
Support capture planning with win themes, partner selection, and position alignment.
Coordinate with proposal, delivery, and leadership teams to align capture strategies with customer requirements.
Build and maintain relationships with teaming partners, subcontractors, and industry stakeholders.
Present assessments and bid/no-bid recommendations with clear risk and value analysis.
