Job summary

Partner Company in the United States seeks a Capture & Business Development Manager to identify healthcare-related federal opportunities and lead capture planning across DoD, VA, and HHS programs. This role emphasizes competitive positioning, past performance narratives, and strategic partnerships.

You will monitor SAM.gov, GovWin, and other portals, develop winning strategies, and drive teaming arrangements with primes and subcontractors.

Qualifications

• Bachelor's degree in Business, Public Administration, or equivalent experience.
• 5–7 years of federal BD or capture management experience.
• Experience researching and qualifying opportunities via SAM.gov and related portals.
• Experience structuring or negotiating teaming agreements and joint ventures in federal contracting.
• Working knowledge of FAR and the federal contracting lifecycle.
• Excellent written and verbal communication; ability to present to senior leadership.
• U.S. citizenship required.

Responsibilities

• Identify solicitations and opportunities via SAM.gov, eBuy, GovWin and portals.
• Identify healthcare-related federal opportunities, including task orders.
• Develop capture strategy and past performance narratives to strengthen proposals.
• Create teaming strategies, subcontractor relationships, and joint ventures.
• Coordinate with proposal, delivery, and leadership teams on strategy and positioning.
• Present assessments and bid/no-bid recommendations to leadership.
