Qualifications

• Bachelor's degree in business, public administration, or related field, or equivalent professional experience.
• 5–7+ years in federal business development, capture management, or related role.
• Experience researching opportunities on SAM.gov and federal platforms.
• Experience structuring teaming, subcontractor, or joint ventures in federal contracting.
• Knowledge of FAR and federal procurement lifecycle.
• Experience building past performance docs and qualification materials.
• Strong analytical skills to assess opportunity fit.
• Excellent written and verbal communication; experience presenting bid/no-bid to leadership.
• U.S. Citizenship is required

Responsibilities

• Continuously monitor SAM.gov and federal portals to identify solicitations, RFIs, sources-sought notices, and pre-solicitation opportunities.
• Track task order opportunities under Polaris and other contract vehicles to build a strong internal pipeline.
• Qualify opportunities against capabilities, past performance, and priorities; document bid/no-bid rationale.
• Maintain an organized sales funnel/pipeline with accurate opportunity staging, timelines, and probability of win assessments.
• Analyze procurement forecasts to anticipate opportunities before solicitations.
• Develop past performance narratives and qualification docs to strengthen proposals.
• Identify capability gaps and source teaming/subcontractor/joint venture partners to fill gaps.
• Support capture planning, win themes, and teaming strategy with proposal teams.
• Build relationships with potential teaming partners and industry contacts.
• Collaborate with contracts and proposals to maximize compliance and competitive positioning.
