Job summary

SMX is seeking a seasoned federal financial reporting specialist to advise on design, construction, and validation of a next-generation, FM QSMO-aligned financial statement and reconciliation solution. You will collaborate with accountants, analysts, solution architects, and developers to ensure accurate statements and disclosures for federal customers.

You will lead design validation, GTAS reconciliations, and crosswalk mappings, while translating complex requirements into clear functionality

Qualifications

• 7+ years of federal financial management experience, ideally including time spent at a federal agency or a federal consulting practice.
• Demonstrated experience in federal financial statement preparation and/or auditing of prepared financial statements.
• Familiarity with the USSM.gsa.gov framework, Modernization Playbook, the Federal Integrated Business Framework (FIBF) with associated business use cases and data standards, the GovOps Marketplace, and the Quality Service Management Offices (QSMO).
• Hands-on GTAS experience, including trial balance submission, FBwT reconciliation between GTAS and CARS, abnormal balance causes, budget accrual reconciliation, GTAS edits, and GTAS validations.
• Knowledge of Treasury Financial Manual (TFM), Volume 2 Chapter 4700 and USSGL guidance including crosswalks and posting logic scenarios.
• Strong working knowledge of OMB Circular A-123, A-136 and A-11.
• FASAB publications knowledge; footnotes and disclosures design/validation.
• Familiarity with FISCAM.
• Excellent organizational and presentation skills.
• Curiosity and willingness to learn.
• Proficient with Microsoft Excel and PowerPoint.
• Bachelor's degree in accounting; additional years of experience may substitute.

Responsibilities

• Advise on design and construction of the solution's data model, dimensions, and hierarchies to support federal financial statement generation.
• Advise on and validate USSGL crosswalks, ensuring transactions map to financial statement line items.
• Validate that the solution produces correct information on Balance Sheet, Statement of Net Cost, SNBP, and Budgetary Resources per OMB A-136.
• Design and validate footnotes and disclosures in line with FASAB publications.
• Advise on reconciliation tools including GTAS-related reconciliations and trial balance validation logic.
• Ensure alignment with FM QSMO standards and federal financial management requirements.
• Explain proposed functionality using mockups and process diagrams.
• Explain federal financial reporting processes to non-government employees.
• Conduct business process analysis and prioritize roadmap needs.
• Gather requirements and work with implementation team to design, build, and validate the financial statement and reconciliation solution.
• Define and validate business rules behind dimensions, crosswalks, and outputs.
• Aid during software releases to ensure testing and documentation.
• Develop test plans and validate statements/footnotes trace to source data.
• Create admin/user documentation and training guides.
