Job summary

Oddball is seeking a Capture Manager to own end-to-end capture strategy across its federal portfolio. You will lead full lifecycle capture efforts, develop win themes, and coordinate with BD, PM, and Engineering to shape winning proposals.

Qualifications

• Proven track record of full lifecycle capture wins on unrestricted federal acquisitions.
• Deep domain experience in VA, CMS, and/or DoD with strong customer relationships.
• Experience leading capture team activities across business development, solutions, pricing, and proposal teams.
• Strong understanding of federal acquisition strategies, contract vehicles, and government budgeting processes.
• Familiarity with key IT domains including Agile, cloud, DevSecOps, IT modernization, and data analytics.
• Experience with contract vehicles such as GSA MAS, CEDAR, SPRUCE, or similar IDIQs is a plus.
• Strong written and verbal communication skills - you can present a capture strategy to executives as clearly as you can write a win theme.

Responsibilities

• Lead full lifecycle capture efforts from qualification through post-submittal, with an emphasis on full and open opportunities
• Develop and execute capture plans including win themes, discriminators, competitive positioning, and price-to-win strategy
• Conduct competitive assessments including SWOT analyses and Black Hat reviews
• Partner with Business Development, Program Management, and Engineering to qualify opportunities and shape winning solutions
• Manage relationships with teaming partners and subcontractors throughout the capture process
• Build and communicate pipeline status and bid health to executive leadership on a regular cadence
• Leverage AI and modern capture tooling to accelerate research, competitive analysis, and solution development
