Job summary

SOLV Energy, Inc. is seeking a Director of Project Development and Strategy to lead HV preconstruction from opportunity identification to bid finalization.

You will own estimates, pricing strategies, and risk reviews, coordinating with Business Development, Engineering, Procurement, and Operations to convert pipelines into well-scoped, constructible projects. The role emphasizes standardized processes, integration of self-perform capabilities, and executive-level pricing decisions.

Qualifications

• 10+ years in preconstruction/estimating for HV transmission/substation work.
• 3+ years in a preconstruction leadership role.
• Experience leading competitive and negotiated pricing for HV/substation EPC or self-perform projects.
• Strong executive communication and presentation skills to senior leadership.
• Bachelor's degree in Construction Management, Electrical/Civil Engineering, or related field.

Responsibilities

• Lead HV preconstruction team through estimating and proposal development.
• Own the preconstruction stage-gate process across HV portfolio.
• Partner with Business Development to evaluate opportunities and shape win strategy.
• Direct quantity take-offs, unit pricing, and labor productivity assumptions for HV scope.
• Lead constructability reviews with Engineering and Operations to identify risks.
• Manage subcontractor and major equipment bid solicitation and qualification.
• Develop and present cost estimates, risk registers, and pricing recommendations to executives.
• Ensure clean handoff of awarded projects to execution teams.
• Track win rates and performance to refine future estimates.
• Standardize estimating tools and cost databases across HV.
• Build bench strength including hiring and mentoring estimators.
