Job summary

GovCIO is hiring a Data Engineer and Architect to support VA healthcare data integration into the CDW. You will analyze source systems like VistA and Millennium, design database objects, and build scalable data models for enterprise data ingestion.

The role emphasizes strong SQL, data governance, and collaboration with DBAs, ETL teams, and data stewards, with a fully remote US-wide work arrangement.

Qualifications

• Bachelor's degree in Computer Science, Engineering, or related field with 14+ years experience; or a Master's with 10+ years; or equivalent.
• Intermediate to advanced knowledge of healthcare data domains and Millennium.
• Identify and handle PHI/PII across Millennium, VistA, ADR, MVI, GeoSpatial, PIT, Exam Management, and related systems.
• Strong proficiency in T-SQL, indexing, partitioning, query optimization, and performance tuning.
• Experience with SSIS, SSAS, and Power BI for data integration and visualization.
• Strong database design skills including ERDs, data lineage, and modeling.
• Expertise in scalable data architecture (Kimball, Inmon, Data Vault).
• Familiarity with Embarcadero or TOAD for DB tooling.
• Investigation of data quality issues in collaboration with extraction teams.
• Familiarity with data governance and CDW standards compliance.
• Collaboration with SMEs, DBAs, ETL developers, and source extraction teams.

Responsibilities

• Analyze source systems (VistA, Millennium, ADR, MVI, Geospatial, PIT, Exam Management) to define data structures and PHI/PII classification.
• Design and maintain database objects (tables, views, stored procedures) for CDW ingestion.
• Build conceptual, logical, and physical data models for enterprise data integration.
• Perform source-to-target analysis and mappings; document transformations and requirements.
• Partner with data stewards, SMEs, DBAs, ETL developers, and source extraction teams across the lifecycle.
• Create and deploy data models and metadata using the CDW MDR Editor; contribute to tooling improvements.
• Develop and maintain Data Domain Design Documents (DDDs) and supporting governance docs.
• Ensure compliance with CDW standards, governance, security, and enterprise architecture guides.
• Investigate data quality issues and perform root-cause analysis with technical and business teams.
