Job summary

GovCIO is seeking a Data Engineer and Architect to support VA healthcare data integration, analyzing source databases and building objects to ingest into the CDW. The role requires strong SQL, data modeling, and knowledge of VistA and Millennium in a fully remote US setting.

You will collaborate with data stewards, DBAs, ETL developers, and source teams, design data models and metadata, maintain governance and security standards, and ensure data quality across the enterprise data environment.

Qualifications

• Bachelor's degree in CS/Engineering or related field with 14+ years of relevant experience; or a Master's degree with 10+ years of experience; or equivalent professional experience.
• Expertise with healthcare data domains and Millennium, VistA, ADR, MVI and related systems.
• Advanced T-SQL, indexing, partitioning, query optimization and performance tuning.
• Experience with SSIS, SSAS and Power BI for data integration and visualization.
• Strong data modeling, ERDs, data lineage, and governance.
• Collaborative work with SMEs, DBAs, ETL developers and source extraction teams.
• Documentation of Data Domain Design Documents, mappings and governance artifacts.
• Familiarity with CDW standards, data governance and security requirements.
• Experience addressing data quality issues and outages with root-cause analysis.
• Clearance suitability/public trust.

Responsibilities

• Analyze source systems (VistA, Millennium, ADR, MVI, Geospatial, PIT, Exam Management) to define data structures and rules.
• Design and maintain database objects (tables, views, stored procedures) for CDW ingestion.
• Build conceptual, logical, and physical data models for enterprise data integration.
• Document transformations and integration requirements to ensure CDW consistency.
• Collaborate with data stewards, SMEs, DBAs, ETL developers, and source extraction teams.
• Create and deploy data models and metadata using the MDR Editor; contribute to tooling improvements.
• Develop Data Domain Design Documents (DDDs) with ERDs, source inventories and mappings.
• Ensure compliance with CDW standards, governance policies and security guidelines.
• Investigate data quality issues and respond to Helpdesk with root-cause analysis.
