Job summary

Health & Human Services Comm in Austin seeks a Manager to lead the DFPS and Non‑Medicaid Rates team. The role develops and maintains reimbursement methodologies and rate models for residential care and other non‑Medicaid services in Texas.

You will oversee staff, coordinate with DFPS and HHSC leadership, and manage fiscal estimates and policy guidance to ensure compliant, clear rate-setting processes. Telework is eligible; in-office presence may be required based on business need.

Qualifications

• Graduation from an accredited four-year college or university is required.
• Master’s degree in public policy, public administration, business, economics, statistics, health administration, social services, or a related field is preferred.
• At least two years of relevant subject matter experience in provider reimbursement, health or human services finance, rate-setting, or closely related quantitative policy analysis is required.
• Telework may be available; in-office presence may be required based on business need.

Responsibilities

• Directs DFPS and non‑Medicaid rate‑setting activities across programs, including design, implementation, and maintenance of reimbursement methodologies and rate models.
• Serves as primary contact and SME in meetings with DFPS, program policy staff, providers, and stakeholders; explains complex fiscal information.
• Supervises staff performing rate analysis, cost reporting, modeling, and policy support; assigns work and monitors progress.
• Provides policy and technical oversight directing review and implementation of reimbursement methodologies and agency rules; ensures consistency with objectives and compliance.
• Prepares briefing materials, reports, and fiscal estimates for senior leadership and executive staff; supports legislative inquiries.
