Job summary

Texas Health and Human Services Commission in Austin, TX seeks a Manager V to lead the DFPS and Non‑Medicaid Rates team. You'll design rate methodologies, supervise analysts, and coordinate with DFPS, HHSC leadership, and stakeholders to ensure fiscally sound reimbursement

methods and timely financial estimates. This exempt, full‑time role emphasizes policy alignment and transparent reporting to executives.

Qualifications

• Graduation from an accredited four-year college or university is required.
• Master’s degree in public policy, public administration, business, economics, statistics, health administration, or related field is preferred.
• At least two years of relevant experience in provider reimbursement, health or human services finance, or rate-setting.

Responsibilities

• Directs rate-setting activities and develops reimbursement methodologies and rate models.
• Represents rate-setting in meetings with policy staff, providers, and stakeholders; explains technical information clearly.
• Supervises staff performing analysis and cost reporting; sets priorities and monitors progress.
• Oversees policy guidance and compliance with agency rules and Texas Administrative Code.
• Prepares briefing materials, fiscal estimates, and documents for senior leadership.
