Job summary

Brief Job Description

The Reimbursement Analyst I (RA I) works as part of the Non-Medicaid and DFPS Rates team within the Long-Term Services and Supports (LTSS) section of the Provider Finance Department (PFD) and performs entry-level rate analysis focused on the reimbursement payment rates and rate setting methodologies. This position works under direct supervision of the Manager of the team. Work includes developing and implementing policy and financial analysis to determine and evaluate payment rates and rate setting methodologies and other related policies and regulations; preparing cost surveys, instruments, and instructions; and planning, developing, and presenting recommendations and reports.

Essential Job Functions (EJFs)
  • Participates in the development and implementation of policy and financial analysis to determine and evaluate payment rates for various Non-Medicaid programs and services, including rate setting for the Department of Family and Protective Services (DFPS) and the Texas Juvenile Justice Department (TJJD). Participates in the development, implementation, and maintenance of rate methodologies and rate calculations. Work includes preparing ad hoc financial analyses and fiscal estimates. (45%)
  • Participates in the design and study of special cost, statistical research, cost surveys and analysis to evaluate the feasibility and cost implications regarding payment structure options, new program initiatives, and new regulations. Contributes to cost report or cost surveys to support rate methodology or programmatic changes as needed. Interprets analysis results and develops recommendations for internal and external audiences. (25%)
  • Participates in rate setting and implementation activities, including preparing memoranda for Executive Leadership, legislative reports, and drafting and reviewing of documents to ensure compliance with state and federal regulations and policies. Assists in developing and processing policy documents relating to payment rate and methodology determination, including state administrative rules, processes and procedures, templates, etc. (15%)
  • Actively contributes to the continuous improvement of department processes though ongoing initiatives including: solutions to automate; building efficiencies; maintaining consistency across multiple calculations, models, and rules, promoting reliable analysis techniques and methods. Assists in creating and updates policies and procedures for documenting internal processes and resources, including standard forms and templates. (15%)

  • Ability to analyze or evaluate data, calculations and findings, including experience using Microsoft Excel or statistical software.
  • Ability to establish and maintain effective work relationships in a team setting.

  • Graduation from an accredited four-year college or university is required. Master's degree preferred. Experience in Provider Finance, reimbursement rate setting, or cost reporting may be substituted for education on a one-to-one basis.

Additional Information

Telework flexibility may be available in accordance with agency policy; in-office presence is currently required two days a week but may be modified based on business need.

Occasional travel may be required for meetings, trainings, or stakeholder engagement.
