Job summary

SERCO OF TEXAS - CONCHO VALLEY is seeking a Program Manager to analyze operations across One Stop locations and drive qualitative and quantitative improvements. The role includes forecasting, reporting, and providing financial support to executive staff for One Stop contracts.

The ideal candidate will apply Baldridge principles, monitor performance, develop action plans, and lead on-site training as needed. Travel within the service area is required.

Qualifications

• Excellent oral and written communications; bilingual preferred (English/Spanish).
• Excellent basic math skills.
• Knowledge of Workforce Excellence Board and Baldridge principles and standards.
• Knowledge of federal, state and local regulations affecting Child Care Services operations.
• Knowledgeable of business practices, administrative procedures and personnel development.
• Knowledge of computer software, data systems and program reporting.
• Extensive knowledge of Child Care, TWC and workforce related programs.
• Must be able to travel within the service area.

Responsibilities

• Adheres to the mission of SERCO.
• Maintains working knowledge of the statement of work, performance payment conditions, and performance goals.
• Assists in evaluating current procedures and practices to improve objectives.
• Establishes standards of excellence using qualitative and quantitative methods.
• Identifies best practices and communicates findings to management and SERCO network.
• Implements prescribed program-related procedures.
• Identifies problem areas and service gaps.
• Prepares reports to program manager on areas needing improvement.
• Interprets policies and makes recommendations on changes.
• Develops corrective action plans for One Stop operations.
• Provides written and oral guidance for excellence in selected areas.
• Conducts or arranges on-site training as needed.
• Identifies and develops resources for support operations; disseminates information to staff.
• Follows up with benchmarks and develops action plans.
