Job summary

State of Washington Dept. of Labor & Industries seeks a Management Analyst 4 to lead information governance and public records processing. You will promote transparency while safeguarding confidential information and coordinate records requests across agency units in Tumwater, WA.

Responsibilities include implementing Lean improvements, training staff, performing quality checks, and conducting data analysis to support strategic goals and compliance with Public Records Act and FOIA.

Qualifications

• Bachelor’s Degree in business administration, public administration, education, or a related field plus four years of related experience.
• Equivalent experience may be substituted year for year for education.

Responsibilities

• Create and maintain accountability for standardized work used by Public Records staff to process requests.
• Perform second/quality assurance reviews of responses to public records requests, including exemptions and gaps identification.
• Lead Lean process improvement projects: problem solving, value stream mapping, standard work, and desk manuals for Information Governance.
• Train Lean methods and tools for project members to participate in Lean events.
• Use data analysis to identify operating deficiencies and support management in implementing changes.
• Document and report recommendations for new operational procedures.
• Perform analysis of case law, laws, and rules to update agency processes regarding public records processing.
• Coordinate gathering of records from business units in response to subpoenas, ensuring legal requirements and redactions.
• Consult with Public Records Officer and Information Governance Manager on subpoenas and records requests.
• Perform eDiscovery searches in response to subpoenas.
