Job summary

McMillen, Inc. designs and builds solutions for water resources, focusing on dams, energy, fisheries, natural resources, and infrastructure. The Proposal Specialist leads complex proposals, qualifications packages, and interview materials to support strategic growth, working with BD, operations, and marketing leadership.

This role operates independently within the Marketing Department and emphasizes compliant, compelling, and win-ready proposals while improving tools, processes, and systems.

Qualifications

• Bachelor's degree in Marketing, Communications, Journalism, English, Business, Public Relations, or related field or 5–7 years of proposal development/marketing/communications experience in AEC.
• Experience managing complex proposals from kickoff through final submission, with strategy, compliance, content, and timelines.

Responsibilities

• Leads development, coordination, production, and delivery of complex proposals and related collateral.
• Manages multiple concurrent pursuits with schedules, compliance, deadlines, and quality.
• Facilitates kickoff meetings, sets schedules, coordinates contributors, drives accountability.
• Develops win themes, differentiators, and client-focused messaging with cross-functional teams.
• Coordinates content from technical staff, teaming partners, and stakeholders.
• Writes, edits, formats, and strengthens proposal clarity and responsiveness.
