Job summary

Transportation Management & Design, Inc. (TMD) is a Carlsbad-based transit planning and consulting firm seeking a Proposal / Business Development Coordinator to manage bid and proposal development from opportunity identification through final submission.

The role requires strong writing, editing, and proofreading skills, plus a sharp eye for layout and design. The position supports collaboration across technical staff and project managers, manages timelines, and ensures proposals are complete

Qualifications

Five+ years’ experience coordinating proposals or in business development.
Bachelor’s degree in communications, marketing, journalism, English, or related field.
Strong writing, editing, and proofreading skills.
Familiarity with federal, state, and local procurement processes is a plus.

Responsibilities

Format, proof, and finalize proposals, statements of qualifications (RFP/RFQ/RFI), and client correspondence in Adobe InDesign.
Complete required forms and verify that every proposal meets submission requirements before delivery.
Draft and develop proposal content in collaboration with technical and project management staff.
Identify new business development opportunities through RFP searches and teaming partner networks.
Build and manage pursuit schedules, set deadlines, and keep teams on track.
Lead weekly business development meetings with senior staff.
Maintain the client, subcontractor, and industry contact database and the BD/proposal calendar.
Serve as primary point of contact for teaming and information requests from partner firms.
Maintain staff resumes, project descriptions, and other proposal components in line with TMD brand standards.
Support content development for interviews, presentations, and special projects.
