Job summary

Transportation Management & Design, Inc. (TMD) in Carlsbad, CA, seeks a detail‑oriented Proposal/Business Development Coordinator to manage bid and proposal development from opportunity identification through final submission.

You will coordinate content with technical staff, ensure compliance with RFP/RFQ/RFI requirements, and help identify new business opportunities while maintaining schedules and team momentum.

Qualifications

• At least 2 years of related experience in proposal coordination, business development, or technical writing.
• Bachelor's degree in communications, marketing, journalism, English, or related field preferred.

Responsibilities

• Format, proof, and finalize all outgoing proposals, statements of qualifications (RFP/RFQ/RFI), and client correspondence in Adobe InDesign.
• Complete required forms and verify that every proposal meets submission requirements.
• Draft and develop proposal content in collaboration with technical and project management staff.
• Identify new business development opportunities through RFP searches and teaming partner networks.
• Build and manage pursuit schedules, set deadlines, and keep teams on track.
• Lead weekly business development meetings with senior staff.
• Maintain client, subcontractor, and industry contact database and BD/proposal calendar.
• Serve as primary point of contact for teaming and information requests from partner firms.
• Maintain staff resumes, project descriptions, and other proposal components in line with TMD brand standards.
• Support content development for interviews, presentations, and special projects.

(TMD) is a transit planning and consulting firm based in Carlsbad, CA, delivering transit network planning, Title VI/equity analysis, GIS and data visualization, service planning, scheduling, and public outreach for public transit agencies across California and nationally. Our team works directly with agencies to shape how communities move, and we\'re looking for a Proposal/Business Development Coordinator to help us win the work that makes that possible.

About the Role

The Proposal/Business Development Coordinator manages TMD\'s bid and proposal development from opportunity identification through final submission. This role requires a motivated, well-organized team player who can take direction while also working independently, juggle ongoing projects alongside last-minute requests on tight deadlines, and contribute ideas proactively. Strong writing, editing, and proofreading skills are essential, paired with a sharp eye for graphic design and layout. The role calls for sound judgment to ensure every submission is not only well-written and visually polished but also complete and fully compliant.

What You\'ll Do

• At least 2 years of related experience in proposal coordination, business development, or technical writing; bachelor\'s degree in communications, marketing, journalism, English, or a related field preferred
• Proficiency in Adobe InDesign and InCopy (required) and Acrobat; Illustrator experience a plus
• Proficiency in Microsoft Office (Word, Excel, PowerPoint)
• Ability to manage multiple assignments with firm, often overlapping deadlines
• Strong team communication skills
• Experience in transit, architecture, engineering, or construction (AEC) industries strongly preferred; working knowledge of federal, state, and local procurement processes (e.g., FTA/Caltrans, DBE/SBE goals) a plus
