Job summary

Transportation Management & Design, Inc. (TMD) is a Carlsbad-based transit planning and consulting firm seeking a Proposal / Business Development Coordinator to manage bid and proposal development from opportunity identification through final submission.

The role requires strong writing, editing, and proofreading skills, plus a sharp eye for layout and design. The position supports collaboration across technical staff and project managers, manages timelines, and ensures proposals are complete

Qualifications

• Five+ years’ experience coordinating proposals or in business development.
• Bachelor’s degree in communications, marketing, journalism, English, or related field.
• Strong writing, editing, and proofreading skills.
• Familiarity with federal, state, and local procurement processes is a plus.

Responsibilities

• Format, proof, and finalize proposals, statements of qualifications (RFP/RFQ/RFI), and client correspondence in Adobe InDesign.
• Complete required forms and verify that every proposal meets submission requirements before delivery.
• Draft and develop proposal content in collaboration with technical and project management staff.
• Identify new business development opportunities through RFP searches and teaming partner networks.
• Build and manage pursuit schedules, set deadlines, and keep teams on track.
• Lead weekly business development meetings with senior staff.
• Maintain the client, subcontractor, and industry contact database and the BD/proposal calendar.
• Serve as primary point of contact for teaming and information requests from partner firms.
• Maintain staff resumes, project descriptions, and other proposal components in line with TMD brand standards.
• Support content development for interviews, presentations, and special projects.

Transportation Management & Design, Inc. (TMD) is a transit planning and consulting firm based in Carlsbad, CA, delivering transit network planning, Title VI/equity analysis, GIS and data visualization, service planning, scheduling, and public outreach for public transit agencies across California and nationally. Our team works directly with agencies to shape how communities move, and we’re looking for a Proposal / Business Development Coordinator to help us win the work that makes that possible.

About the Role

The Proposal / Business Development Coordinator works under the direction of TMD’s President, managing bid and proposal development from opportunity identification through final submission. This role requires a motivated, well-organized team player who can take direction while also working independently, juggle ongoing projects alongside last-minute requests on tight deadlines, and contribute ideas proactively. Strong writing, editing, and proofreading skills are essential, paired with a sharp eye for graphic design and layout. The role calls for sound judgment to ensure every submission is not only well-written and visually polished but also complete and fully compliant.

What You’ll Do

What You Bring

• At least five (5) years of related experience in proposal coordination, business development, or technical writing; bachelor’s degree in communications, marketing, journalism, English, or a related field preferred
• Proficiency in Adobe InDesign and InCopy (required) and Acrobat; Illustrator experience a plus
• Proficiency in Microsoft Office (Word, Excel, PowerPoint)
• Ability to manage multiple assignments with firm, often overlapping deadlines
• Strong team communication skills
• Experience in transit, architecture, engineering, or construction (AEC) industries strongly preferred; working knowledge of federal, state, and local procurement processes (e.g., FTA/Caltrans, DBE/SBE goals) a plus

TMD offers a competitive salary and benefit package, depending on qualifications, education, and years of experience. The compensation range for this position is $72,800–$100,000, based on experience and for our Carlsbad, California location.
