Job summary

Luster National, Inc. seeks Safety Managers to oversee safety across large, complex heavy civil infrastructure programs in the United States.

You will enforce contract safety requirements, review site plans, and drive corrective actions to closure while maintaining defensible records. Ideal candidates bring 10+ years of construction safety on major projects, strong OSHA knowledge, and proven leadership to mentor field safety staff across contracts.

Qualifications

• Bachelor’s degree in occupational safety and health, safety engineering, construction management, or civil engineering, or related field, or equivalent combination of education and experience.
• 10+ years of construction safety experience for large (>$500M), complex, heavy-civil infrastructure projects.
• Experience developing or reviewing site-specific safety plans, job hazard analyses, or activity hazard analyses against contract and regulatory requirements.
• Experience conducting field safety audits and inspections, holding another company accountable to safety requirements including stop-work situations, and tracking corrective actions to documented closure.
• Experience with incident investigation and root cause analysis, including corrective action follow-up and trend reporting.
• Experience leading, mentoring, or supervising field safety staff on an active construction site.
• Working knowledge of OSHA 29 CFR 1926 and OSHA recordkeeping and reporting obligations.
• Working knowledge of high-hazard heavy civil construction activities, including excavation and shoring, confined space entry, fall protection, crane and rigging operations, energized work, and work zone traffic control.
• Experience with industry standard safety, EHS, and incident reporting software (e.g., Enablon, Intelex, Procore, etc.).
• Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).

Responsibilities

• Lead program-level safety governance across concurrent construction contracts, and develop enterprise safety procedures, audit protocols, and escalation paths.
• Review and accept site-specific safety plans, job hazard analyses, and activity hazard analyses for conformance with program safety requirements.
• Audit contractor safety performance in the field and observe high-hazard activities to confirm controls in place.
• Drive corrective action through to verified closure.
• Oversee incident investigations and evaluate root cause findings for adequacy and effectiveness.
• Administer program safety requirements carried in contract documents, including submittals, training tracking, and OSHA reporting.
• Review engineered temporary works and high-hazard activity plans before work proceeds.
• Coordinate safety planning across overlapping contractor operations and schedule sequencing.
• Analyze leading and lagging safety indicators and report trends to program leadership.
