Job summary

Career Team is hiring a full-time CHOICES/SNAP/NCP Program Manager to oversee CHOICES, SNAP Employment and Training, and NCP programs. You will coach Career Advisors, manage caseloads, and ensure compliance with program design while reporting to the Deputy Director.

The role emphasizes performance management, staff development, and strong customer service. Onsite work is required in Deep East Texas, with competitive salary and travel as needed.

Qualifications

• Bachelor's degree or equivalent experience plus 2–4 years of management experience.
• Knowledge of CHOICES (TANF), SNAP E&T, and NCP programs operations and performance.
• Strong business knowledge of customer service best practices and performance management.
• Strong project management, organizational, problem-solving, and data analysis skills.
• Excellent interpersonal, written and oral communication skills.
• Strong computer skills and accountability in a quality environment.

Responsibilities

• Provide oversight and coaching to CHOICES/SNAP/NCP Career Advisors.
• Approve enrollment applications and support services; oversee referral pathways.
• Lead staff to meet performance goals; ensure accurate case records free of disallowed costs.
• Plan and implement a quality management model for continuous improvement.
• Analyze performance with Work In Texas reports and adjust strategies.
• Address deficiencies with appropriate corrective actions.
• Develop and implement casework service plans for complex cases.
• Supervise staff, fill vacancies, and conduct evaluations.
• Identify staff training needs and arrange development.
• Visit access points to strengthen partnerships.
