Job summary

DMI is seeking a PeopleSoft Human Capital/Enterprise Learning Development Lead (Application Manager) to head a team delivering, configuring, and supporting PeopleSoft apps. You will be the technical owner, align with stakeholders, and drive delivery excellence.

Prior ERP migration experience and PMP certification are preferred for this role. You will oversee project plans, coordinate functional and technical experts, and ensure quality across WMATA systems.

Qualifications

• Bachelor's degree or three years of applicable experience.
• Eight or more years of relevant experience.
• Master's degree in computer science or related field.
• Experience with Hyperion and other third-party systems.
• Experience with cloud-based applications.
• Strong leadership and team management skills.
• Excellent verbal and written communication skills.
• Familiarity with Agile, Waterfall, or hybrid methodologies.
• Support WMATA ERP Modernization projects and PeopleSoft O&M tasks.

Responsibilities

• Develop a comprehensive project plan outlining scope, objectives, timelines, resources and deliverables.
• Lead project team including functional and technical experts for smooth execution.
• Serve as primary contact for stakeholders with clear communication channels.
• Translate user requirements into project deliverables.
• Identify risks and mitigation plans; oversee QA processes.
• Prepare and present regular status reports to stakeholders and management.
• Identify opportunities for process improvements within PeopleSoft projects.
• Ensure adherence to policies, procedures and governance standards.
• Troubleshoot WMATA applications and systems-related issues.
• Create design diagrams and present solutions in design reviews.
• Educate users and collaborate with analysts and developers on best approaches.
• Prepare requirements documents, report mockups and training materials.
