People Operations Manager - Distributed Workforce

Job summary

Fulcrum Data Center Services seeks an HR Manager to build and run the people function for a distributed workforce delivering data center QA, QC, and commissioning services. This hands-on manager role oversees recruiting, onboarding, HR systems, and consistent employment practices as the company grows.

Reporting initially to the President or CEO, with future transition to Administration leadership or CHRO, the position emphasizes collaboration with Operations, Finance, and Safety to align people

Qualifications

• Five years of progressive HR experience including recruiting, employee relations, benefits and HR systems ownership.
• Experience supporting a distributed, multi-state workforce and advising supervisors.
• Strong judgment, discretion, writing, documentation, and analytical skills.
• Bachelor's degree in HR, business, or a related field; HRIS familiarity; Paylocity experience preferred.
• Preferred: construction, engineering, commissioning, industrial services, or data center experience; SHRM-CP or PHR certification; veteran recruiting or SkillBridge; HR data coordination with payroll and ERP teams.

Responsibilities

• Own full-cycle recruiting for inspectors, commissioning staff, project leadership, and technical specialists.
• Maintain a rolling 90-day hiring plan by role, region, skill, start date, and budget.
• Build referral, industry, veteran, and SkillBridge recruiting channels. Track candidate readiness, source effectiveness, recruiting cost, and deployment dates.
• Use consistent interview scorecards and arrange technical assessments with Operations and Training Director; obtain hiring and compensation approvals.
• Own onboarding through the first 90 days: employment documentation, background screening, benefits enrollment, and Paylocity setup.
• Coordinate site access, equipment, travel information, training assignments, and credentials with Operations, IT, Safety, and Training.
• Maintain an accurate employee roster and reconcile changes with Finance and Sage records.
• Serve as the first contact for employee concerns; conduct investigations and escalate to leadership and counsel.
• Coach supervisors on communication, attendance, feedback, documentation, and corrective action.
• Run 30-, 60-, and 90-day check-ins, stay interviews, and exit interviews; identify turnover drivers and risks.
