Job summary

The American Red Cross seeks a Regional Program Specialist – Reserve to support SAF programs in overseas locations. The role includes a 6‑month assignment on U.S.

military bases in the Middle East, Africa, or Eastern Europe, with remote and on‑site training and strict base policies. You will lead emergency communication casework, manage volunteers, coordinate logistics, and strengthen relationships with military leadership and installation partners while ensuring program delivery meets mission

Qualifications

• Bachelor’s degree in business, public administration, human resources management, community organization, social or health sciences, or related field.
• Minimum of five years related experience in program management or related field.
• Current, valid driver’s license with good driving record.
• Strong computer, public speaking, and communication skills; interpersonal, time-management and teamwork abilities.
• Must meet strict medical and physical requirements, including immunizations required by the U.S. military.

Responsibilities

• Facilitate emergency communication messages and support services to military members and families.
• Coordinate and conduct follow-up services; log and document activities.
• Monitor outcomes; document and report program activities; identify trends and suggest improvements.
• Build relationships with military leadership, command staff, and installation partners; conduct outreach and presentations.
• Recruit, mentor, and manage volunteers; utilize Volunteer Connection platform for engagement and compliance.
• Oversee service delivery; supervise volunteer teams; coordinate educational briefings and community events.
• Maintain deployment readiness; support 6-month overseas assignments and mobile team operations; ensure compliance with base policies.
