Job summary

RCHDC is seeking an On‑Site Property Manager to organize and administer an apartment complex, verify information for government regulations, and enforce occupancy rules per policy. The role requires living on‑site; a two‑bedroom unit and utilities are provided as compensation.

You will review applications, manage eligibility under TCAC, HOME, HUD, and USDA programs, and coordinate tenant services to support life skills, medical needs, and employment assistance.

Qualifications

• Must have good writing and math skills.
• Must be well organized and thorough.
• Must be able to work and make decisions without supervision.
• Bookkeeping experience helpful but not required.
• Familiarity with landlord/tenant law helpful.
• Ability to work with low‑income populations.
• Obtain and maintain USDA Rural Development Manager Certification within six months (employer paid).
• Possession of a valid California driver’s license, good driving record, and automobile insurance.
• Working knowledge of Microsoft Office; proficiency in Excel, Word, and related graphic software.

Responsibilities

• Review tenant applications for eligibility and maintain waiting lists; show available units.
• Follow program guidelines (TCAC, HOME, HUD, USDA) for processing applicants.
• Ensure move‑in files are complete and orderly.
• Attend trainings and meetings as required by RCHDC.
• Walk the property twice daily to monitor presence and appearance.
• Attend in‑house trainings and information sessions.
• Ensure vacant units are turned promptly and monitor progress with vendors and maintenance staff.
• Distribute rent bills, collect rent and security deposits; liaise with accounting.
• Complete lease forms and outline occupancy terms.
• Instruct tenants on emergency procedures and appliance use.
• Perform annual re-certifications and required reports.
• Assist compliance staff for audits and regulatory reporting.
• Investigate tenant complaints; prepare incident reports and notices; participate in evictions when needed.
• Show vacant units and execute approved marketing strategies to reduce vacancies.
• Conduct annual unit inspections and arrange turnover repairs; handle security deposit refunds.
• Act as repair person in emergencies when needed.
• Provide local information on schools, shopping, recreation, and transit.
• Coordinate community events and service programs; build partnerships with service providers.
• Other duties as assigned.
