Job summary

RCHDC is seeking an On Site Property Manager in Lakeport, CA to organize and administer an apartment complex, enforce occupancy rules, and coordinate tenant services. The role requires living on-site; a two-bedroom apartment and utilities are provided as additional compensation.

Responsibilities include reviewing applications, processing eligibility, maintaining files, attending trainings, and ensuring timely unit turnover. Strong organization and experience with housing programs are valued.

Qualifications

• Able to write clearly and perform basic math.
• Well organized and thorough in duties.
• Capable of working without supervision.
• Familiarity with landlord/tenant law (helpful).
• Bookkeeping experience helpful but not required.
• Must obtain USDA Rural Development Manager Certification within six months.

Responsibilities

• Review tenant applications for eligibility and manage waiting lists.
• Process paperwork per program guidelines (TCAC, HOME, HUD, USDA).
• Maintain move-in files and conduct periodic inspections.
• Distribute rent bills and coordinate with accounting.
• Prepare notices and respond to tenant concerns and complaints.
• Coordinate tenant services and community programs.
