Job summary

Bristol Alliance of Companies seeks a Construction Surveillance Engineer Technician (CSET) to provide on-site construction oversight, QA/QC, and technical support for NAVFAC projects. You will monitor contractor performance, verify progress, and document daily activities in coordination with NAVFAC engineers and project managers.

The role requires DoD familiarity, strong scheduling and reporting skills, and the ability to develop QA plans and maintain official records.

Qualifications

• Minimum 5 years as Quality Control Manager or Superintendent on NAVFAC/USACE projects valued >$5M.
• Alternatively, 10 years as Foreman in carpentry, electrical, roofing, HVAC, plumbing, or concrete on commercial/industrial/military projects.
• Or 5 years as Journeyman in listed trades.
• Specialized training for Construction Quality Verification or equivalent.
• Proficient computer skills: Word, Excel, Outlook, Adobe Acrobat.
• OSHA 30 Construction Training within the past 2 years.
• CQM certification required within 60 days of onboarding; otherwise training provided.
• High school diploma or GED; valid driver’s license.

Responsibilities

• Coordinate Requests from Construction Contractor and track status; report delays to FEAD/ROICC.
• Coordinate field activities with Navy clients, contractors, and base staff for seamless construction.
• Attend Safety, CQC, and Partnering Meetings; assist in issue resolution.
• Develop Quality Assurance Plans with FEAD/ROICC and team; prepare CRRs.
• Monitor CQC compliance with contract documents and safety requirements.
• Review daily CQC and Contractor Production Reports; update Submittal Register.
• Provide Construction Photographic Services and manage electronic submittals in eCMS.
• Review submittals and as-built drawings; communicate acceptance to Government personnel.
