Job summary

Bristol Alliance of Companies is seeking a Construction Surveillance Engineering Technician to provide on-site construction oversight, QA, and technical support on NAVFAC projects in the Charleston area. You will verify compliance with contract documents, inspect workmanship and materials, and coordinate with NAVFAC engineers and managers.

The role demands strong knowledge of construction practices, safety standards, and government procedures.

Qualifications

• High school diploma or GED required.
• Minimum 5 years as Quality Control Manager/Superintendent on NAVFAC/USACE projects OR 10 years as a Foreman in related trades (> $5M).0
• Minimum 5 years as Journeyman in relevant trades (carpentry, electrical, roofing, HVAC, plumbing, or concrete).
• Specialized training for Construction Quality Verification or equivalent.
• Competent computer skills for data entry and standard software.
• Proficiency with Word, Excel, Outlook, and Adobe Acrobat Pro.
• Ability to walk on uneven surfaces and handle moderately heavy equipment.
• Strong written and oral English communication.

Responsibilities

• Coordinate contractor outage, permit, haul route requests with base personnel.
• Coordinate field activities with Navy clients, managers and security.
• Attend Safety, CQC, Partnering Meetings and other conferences as needed.
• Develop Quality Assurance Plans with FEAD/ROICC.
• Prepare Construction Representatives Reports (CRRs).
• Monitor CQC compliance with contract documents.
• Report safety non-compliance and environmental issues.
• Review daily CQC and Submittal Reports; maintain files.
• Perform technical review of Submittals and drawings.
• Provide NAVFAC eCMS document management support.
