Job summary

Bristol Alliance of Companies seeks a Construction Surveillance Engineer Technician (CSET) to provide on-site oversight for NAVFAC projects at Mayport, FL. You will verify contractor work aligns with plans, specs, and safety standards, and support DoD/NAVFAC procedures.

You will review submittals, coordinate with NAVFAC engineers and managers, and prepare reports while maintaining documentation and ensuring QA/CQC adherence throughout the construction period.

Qualifications

• High school diploma or GED required.
• 5 years as Quality Control Manager/Superintendent on NAVFAC/USACE projects or 10 years as Foreman on large trades.
• 5 years Journeyman in carpentry, electrical, roofing, HVAC, plumbing, or concrete.
• Specialized training for Construction Quality Verification.
• Competent computer skills: Word, Excel, Outlook; Adobe Acrobat.
• Good mobility and ability to walk on construction sites.
• Effective English communication, written and spoken.
• USACE CQM certification or obtain within 60 days.
• Valid driver’s license.

Responsibilities

• Coordinate field activities with contractor, NAVFAC clients, and base personnel.
• Develop QA plans with FEAD/ROICC and others.
• Prepare Construction Representative’s Reports (CRRs).
• Monitor CQC compliance with contract documents.
• Report safety non-compliance and environmental issues.
• Review submittals and daily CQC/production reports.
• Maintain Submittal Register and working files.
• Conduct construction photography and document management.
