The University of Maryland, Baltimore’s EMBRACE has an exciting opportunity for a Non-Supervisory Program Manager. This position will provide will work with the EMBRACE operations team to provide technical assistance, capacity-building support, and strategic guidance to grassroots organizations and nonprofit partners working to improve outcomes for individuals and communities impacted by systemic inequities. The Program Manager will coordinate and manage large-scale statewide initiatives focused on reentry and youth services, fostering cross-sector collaboration among community organizations, service providers, government agencies, and other stakeholders. Central to this role is supporting people with lived experience in the design, implementation, and evaluation of programming, ensuring their expertise informs program development, decision-making, and continuous improvement efforts. The Program Manager will champion equitable and community-driven approaches that strengthen organizational effectiveness, expand access to resources, and promote sustainable, positive outcomes for youth, returning citizens, and their families.

Primary Duties
Manage one or more programs with EMBRACE of substantive size and budget.
Set goals and creates tactics to achieve program objectives.
Plan and coordinate daily activities of a program including monitoring relationships of outside agencies or subcontractors.
Manage budget, including approving finances, tracking expenditures, identify variances and resolve, and preparing reports on current finances.
Coordinate and assist in training programs for employees, volunteers, and/or the community.
Plan data management and communications strategy for program . Work with senior management in developing program goals and milestones.
Manage the use of databases used to analyze criteria and deliver data, as well as to monitor, evaluate, and recommend to senior management revision to program operating policies and procedures.
Perform other duties as assigned.
Qualifications
Experience: Four (4) years of program oversight including program planning, budget, and coordination.
Certification/Licensure: Project Management Professional (PMP) Certification preferred.
Other: Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 undergraduate college credits being equivalent to one year of related experience. In instances where specific education and/or experience is required only directly related education and/or experience may be substituted.

Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Ability to work cooperatively with others and independently. Hiring Range: $85,500 - $95,000, commensurate with education and experience.
