Job summary

B&A, a Washington, DC–based firm, seeks an experienced Program Manager to lead a large-scale NGA HR support program, providing strategic leadership, operational oversight, and contract administration across NGA locations.

This role requires federal contracting expertise, capable leadership of geographically dispersed teams, and on-site presence at NGA Washington. Collaboration with government executives is essential for success.

Qualifications

• Bachelor’s degree in HR, business, public administration, or related field.
• 10+ years of progressive HR experience.
• 5+ years as a Program Manager on large, complex programs.
• 3+ years managing geographically dispersed HR operations.
• 2+ years leading federal contract transitions.
• Active TS with SCI eligibility.

Responsibilities

• Serve as primary interface with the Contracting Officer, COR, and HD leadership for all program matters.
• Oversee technical, financial, and contractual performance, including staffing and responses to tasking.
• Lead the integrated human capital program across NGA Washington, NGA St. Louis, and other NGA locations.
• Direct day-to-day operations and QA to meet contract standards and QASP.
• Lead the phase-in transition: staffing milestones and near-term ramp-up.
• Develop and carry out Knowledge Transfer and Capture Plan.
