B&A is seeking an experienced Program Manager to lead a large‑scale, enterprise Human Capital Management support program for the National Geospatial‑Intelligence Agency (NGA). The role requires strategic leadership, contract oversight, and high‑quality HR service delivery across multiple NGA locations, including onsite management in Washington, DC.

Qualifications

• Bachelor's degree in HR, Business Administration, Public Administration, Management, or related field.
• Ten years of progressive HR experience.
• Five years as a Program Manager on large, complex programs.
• Three years of managing geographically dispersed HR operations.
• Two years leading federal contract transition efforts.

Responsibilities

• Serve as the primary point of contact to NGA leadership and CO/COR/HD for program matters.
• Manage technical, financial, and contractual performance, including staffing and task responses.
• Lead the integrated human capital program across NGA Washington, NGA St. Louis, and other NGA locations.
• Direct day‑to‑day operations and quality control to meet contract standards and QASP.
• Oversee staffing progression: 50% within 30 days, 95%+ thereafter, with day‑one readiness.
