Job summary

Bart & Associates, LLC is seeking a seasoned Program Manager for a high-impact federal HR program. The role focuses on overseeing daily operations, quality control, staff management, and process improvements across multiple HD offices, with on-site presence at NGA Washington.

You will collaborate with government leadership, COR, and HD senior leaders to ensure top-tier service delivery and successful contract execution while driving strategic workforce initiatives and changes.

Qualifications

• Ten years of HR experience required.
• Five years as a Program Manager on a program of similar scope.
• Three years managing geographically dispersed HR operations.
• Two years leading complex federal contract transitions.

Responsibilities

• Act as alternate primary contact to the COR and HD leadership.
• Share responsibility for technical, financial, and contractual performance, including staffing and responses to taskings.
• Oversee day-to-day operational execution and QA to meet contract and government QA standards.
• Coordinate work across five HD offices: Workforce & Management Services, NGA College, Talent Acquisition, HCA, and Business Innovation.
• Support transition and Knowledge Transfer plans; maintain staffing at 95% or higher.
• Manage recruiting, onboarding, and clearance processing; plan attrition coverage.
• Consolidate weekly/monthly activity reports and prepare content for quarterly reviews.
• Lead weekly resource meetings; deliver minutes within two business days.
• Maintain the program's Quality Control Plan and address Contractor Discrepancy Reports with root-cause analysis.
• Oversee SOP updates and track process improvements; coordinate AI tool usage across HD.
• Be on-site at NGA Washington daily; coordinate with Government leadership.
