Job summary

North Carolina Department of Health and Human Services (DHHS) is seeking a Senior Engagement Manager within the Office of Communications and Engagement for NC Medicaid. The role provides strategic direction and oversight for engagement initiatives that support approved waivers and Medicaid program components.

The position designs and manages comprehensive communication strategies, ensuring consistent messaging across internal teams, vendor partners, and multiple channels.

Qualifications

• Experience designing, implementing, and evaluating multi-channel engagement strategies in healthcare/public health.
• Proficiency with Microsoft Office applications (Excel/Outlook/PowerPoint/Teams/Word) for coordination and reporting.
• Experience planning, facilitating, and documenting stakeholder engagement activities with internal and external partners.
• Experience in communications within a healthcare, public health, or human services environment, including outreach materials and public-facing communications.
• Prior work experience with NC DHHS or NC Medicaid supporting program operations, communications, stakeholder engagement, policy implementation, or LTSS programs.

Responsibilities

• Lead strategic engagement initiatives supporting NC Medicaid waivers and related components.
• Design and manage communication strategies aligning with NC Medicaid priorities and guiding organization-wide messaging.
• Coordinate messaging and engagement activities across internal teams and vendor partners for consistency across channels.
• Oversee development and dissemination of communications via webinars, call-center scripts, websites, social media, and other platforms.
• Evaluate message effectiveness and engagement outcomes to refine communication plans.
• Facilitate internal staff briefings to support awareness and implementation of communications.
• Lead external meetings with beneficiaries and stakeholders to gather input for engagement planning.
• Collaborate with program and clinical operations to ensure communications support Medicaid initiatives.
• Maintain coordination across communication workflows and partner groups to ensure timely messaging.
