Qualifications

  • Experience working as a business analyst, systems analyst, in other IT roles, or in a legislative environment.
  • Ability to assess business needs and translate them into relevant IT solutions.
  • Proficient understanding of IT systems capabilities and functional design.
  • Strong documentation, record keeping, and organizational skills.
  • Thorough understanding of software development lifecycle in an agile environment.
  • Ability to communicate, both orally and in writing, to a non-technical audience of legislators and LRC staff.
  • Basic project management skills to coordinate and complete sustained, complex efforts.
  • Familiarity with Lean, Kaizen, or other continuous improvement methodologies.

  • Facilitate meetings and coordinate with staff and legislators to gather user requirements and define business needs; coordinate with IT to build solutions.
  • Create and maintain requirement specs, data mapping, diagrams, and user guides.
  • Provide quality control of custom developed solutions by assisting with testing.
  • Create and present tailored training for custom-developed applications and solutions.
  • Monitor, maintain, upgrade, and support applicable technology systems in assigned areas.

The Legislative Research Council, which is the nonpartisan research and support staff to the South Dakota State Legislature, is accepting applications for a permanent full-time Legislative Systems Analyst. An applicant must have an interest in technology, the legislative process, and legislative operations. This position will be based in and work from Pierre.

Duties And Responsibilities

The Legislative Systems Analyst will seek, develop, and help implement initiatives and processes for improved efficiency and productivity. The significant duties include:

  • Analyze operational and legislative process issues and/or problems and provide consulting and technical assistance to stakeholders;
  • Facilitate meetings and coordinate with staff and legislators to gather user requirements, define business needs, and coordinate with IT team to create or update technology solutions based on those needs;
  • Create and maintain various documentation such as requirement specifications, data mapping, diagrams, process flowcharts, and user guides;
  • Provide quality control of custom developed technology solutions by assisting with testing;
  • Create and present tailored training for custom-developed applications and solutions; and
  • Monitor, maintain, upgrade, and support applicable technology systems in assigned areas of responsibility.
Minimum Qualifications
  • A bachelor's degree or higher in computer science, management information systems, business administration, or a related field;
  • Experience working as a business analyst, systems analyst, in other IT roles, or in a legislative environment;
  • The ability to assess business needs and translate them into relevant solutions;
  • Proficient understanding of IT systems capabilities and functional design;
  • Strong documentation, record keeping, and organizational skills;
  • Thorough understanding of software development lifecycle in an agile environment;
  • Ability to communicate, both orally and in writing, in a manner that clearly and efficiently conveys technical information to a non-technical audience of legislators and LRC staff;
  • Basic project management skills with the ability to coordinate and complete sustained, complex efforts; and
  • Familiarity with Lean, Kaizen, or other continuous improvement methodologies.
Salary Range

The salary will range from $75,000 to $100,000. Actual starting salary will depend on qualifications and experience.
