Job summary

Legislative Research Council in Pierre, SD is accepting applications for a permanent full-time Legislative Systems Analyst based in Pierre. Qualifications

  • Bachelor's degree or higher in computer science, MIS, business, or related field.
  • Experience as a business analyst, systems analyst, or in an IT/legislative environment.
  • Ability to translate business needs into effective solutions.
  • Understanding of IT systems capabilities and functional design.
  • Strong documentation and organizational skills.
  • Knowledge of SDLC in an agile environment.
  • Clear written and oral communication to non-technical audiences.
  • Basic project management and coordination skills.
  • Familiarity with Lean, Kaizen, or continuous improvement methodologies.

Job description

Legislative Research Council, the nonpartisan research and support staff to the South Dakota State Legislature, is accepting applications for a permanent full‑time Legislative Systems Analyst based in Pierre, South Dakota.

Responsibilities
  1. Analyze operational and legislative process issues and/or problems and provide consulting and technical assistance to stakeholders.
  2. Facilitate meetings and coordinate with staff and legislators to gather user requirements, define business needs, and coordinate with the IT team to create or update technology solutions based on those needs.
  3. Create and maintain various documentation such as requirement specifications, data mapping, diagrams, process flowcharts, and user guides.
  4. Provide quality control of custom‑developed technology solutions by assisting with testing.
  5. Create and present tailored training for custom‑developed applications and solutions.
  6. Monitor, maintain, upgrade, and support applicable technology systems in assigned areas of responsibility.
Minimum Qualifications
  1. A bachelor's degree or higher in computer science, management information systems, business administration, or a related field.
  2. Experience working as a business analyst, systems analyst, in other IT roles, or in a legislative environment.
  3. The ability to assess business needs and translate them into relevant solutions.
  4. Proficient understanding of IT systems capabilities and functional design.
  5. Strong documentation, record‑keeping, and organizational skills.
  6. Thorough understanding of software development lifecycle in an agile environment.
  7. Ability to communicate, both orally and in writing, in a manner that clearly and efficiently conveys technical information to a non‑technical audience of legislators and LRC staff.
  8. Basic project‑management skills with the ability to coordinate and complete sustained, complex efforts.
  9. Familiarity with Lean, Kaizen, or other continuous improvement methodologies.
Salary Range

The salary will range from $75,000 to $100,000. Actual starting salary will depend on qualifications and experience.
