Job summary

Legislative Research Council in Pierre, SD is accepting applications for a permanent full-time Legislative Systems Analyst based in Pierre. The role analyzes legislative process issues, provides consulting and technical assistance to stakeholders, and works with the IT team to deliver technology solutions.

You will gather user requirements, document specifications, train end users, and support ongoing systems maintenance.

Qualifications

  • Bachelor's degree or higher in computer science, MIS, business, or related field.
  • Experience as a business analyst, systems analyst, or in an IT/legislative environment.
  • Ability to translate business needs into effective solutions.
  • Understanding of IT systems capabilities and functional design.
  • Strong documentation and organizational skills.
  • Knowledge of SDLC in an agile environment.
  • Clear written and oral communication to non-technical audiences.
  • Basic project management and coordination skills.
  • Familiarity with Lean, Kaizen, or continuous improvement methodologies.

Responsibilities

  • Analyze operational and legislative process issues and provide consulting and technical assistance to stakeholders.
  • Coordinate with staff and legislators to gather user requirements and define business needs.
  • Create and maintain documentation such as requirement specifications, data mapping, diagrams, and process flowcharts.
  • Provide quality control of custom‑developed technology solutions by assisting with testing.
  • Create and present tailored training for custom‑developed applications and solutions.
  • Monitor, maintain, upgrade, and support applicable technology systems in assigned areas.
